THE DISCOURSE ON EDUCATION IN THE CREATION OF INCLUSIVE SCHOOLS IN THE PLOTS OF THE CITY OF RIO DE JANEIRO IN THE SECOND EMPIRE

Abstract

In the nineteenth century, Brazil, I have a political process under the aegis of the Monarchy. El D. Pedro I decided to “crear the nation”, consolidated by D. Pedro II. In this period, the identity was the basis for the construction and legitimation of the State, being the monarch the element that represented the nationality, intervening in the diverse fields of the social and political life, aiming at the development of the arts, the literature, the scientific expeditions and the creation of public educational institutions, among them the Instituto Imperial dos Meninos Cegos and the Instituto Imperial dos Surdos Mudos. The construction of the modern nation passed through the legal system. Objective: to review the legal discourse that guided the actions that resulted in special education in the second empire, to identify the legacy left for education in imperial Brazil and to identify the links between the implementation and the functioning of special education institutions as legacy to the city organization. Method: bibliographic research, official documents, which served to consolidate the implantation of these institutions, which embraced the orientation of special education in Brazil in accordance with the constitution of the city and its development.
